Baker: Judiciary Committee Approves Bills Protecting Tenants, Strengthening Child Abuse Reporting Laws

Judiciary Committee News Release

HARRISBURG — Sen. Lisa Baker (R-20), chair of the Senate Judiciary Committee, announced the committee approved legislation to protect tenants from long-term consequences of certain eviction records and strengthen reporting requirements for suspected child sexual abuse.

“Protecting vulnerable Pennsylvanians and ensuring our laws keep pace with emerging challenges are important responsibilities,” said Baker. “These bills take meaningful steps to help prevent past eviction cases from creating lasting barriers for renters and strengthen safeguards for children by ensuring suspected abuse is reported to the appropriate authorities.”

House Bill 1095 establishes a statewide policy to seal certain eviction records after seven years or when tenants win their cases, protecting renters from long‑term harm while limiting access to these records to specific, legally defined circumstances.

House Bill 2474 strengthens Pennsylvania’s Child Protective Services Law by requiring mandated reporters to report additional child‑on‑child sexual offenses and any suspected child sexual abuse material — including AI‑generated deepfakes — to ensure swift law‑enforcement response.

The bills now head to the full Senate for consideration.
