Baker, Pugh Celebrate More Than $500,000 in Transportation Safety Upgrades Coming to Kingston Borough

HARRISBURG – Sen. Lisa Baker (R-20)  and Rep. Brenda Pugh (R-Luzerne) today are announcing a project in Kingston Borough will receive more than $500,000 in state funding to improve traffic safety.

The Luzerne County Flood Protection Authority will receive $561,000 for the design and construction of a pedestrian and bicycle crossing that intersects the Norfolk Southern Railroad. This project will provide a safe crossing point at the existing railroad for non-motorized recreation users.

“Our area has much to offer in terms of outdoor recreation, so it is imperative that investments are made to keep our outdoor areas accessible,” the legislators said. “This funding will no doubt ensure our residents get to enjoy the outdoors in a safe manner.”

The grant is awarded through the Pennsylvania Department of Transportation (PennDOT) Automated Red-Light Enforcement (ARLE) program. The ARLE program aims to improve safety at intersections with traffic signals by providing automated enforcement at locations where data shows red-light running has been an issue. Grant funding is supplied by fines from red light violations at intersections in Philadelphia. State law specifies that projects improving safety, enhancing mobility and reducing congestion can be considered for funding.
