Senate Approves Bill to Secure and Modernize PA’s IT InfrastructureThe Senate unanimously approved two cybersecurity bills to strengthen the commonwealth’s digital defenses. Senate Bill 376 would ban TikTok from all state-owned devices and networks, citing national security risks. It would bring Pennsylvania in line with federal guidelines and action taken by more than 39 other states and State Treasurer Stacy Garrity. Senate Bill 377 would require all state IT contracts to meet cybersecurity standards established by the National Institute of Standards and Technology, a move aimed at protecting taxpayer-funded systems and reducing the risk of data breaches across state government. Both measures now head to the House of Representatives for consideration. Senate Committee Votes to Expand No-Cost Breast Cancer ScreeningsBuilding on Pennsylvania’s landmark law that provides no-cost breast cancer screenings for high-risk individuals, the Senate Banking and Insurance Committee this week unanimously advanced legislation to expand diagnostic screening coverage. Senate Bill 88 would make diagnostic screenings free for anyone who finds an abnormality on a supplemental screening. The bill expands the number of supplemental screenings available and ensures no-cost diagnostic imaging for patients. It would ensure coverage for those at average risk of developing breast cancer and expand access to lifesaving early detection tools for many Pennsylvanians. The measure advances to the full Senate for consideration. Kingston Township Reopens Bridge in Luzerne CountyThe ribbon was cut early on the East Franklin Street Bridge in Kingston Township. Not only was the replacement project completed ahead of schedule, but it came in under budget. Residents are happy to see this route reopened. The improvements were supported by a $250,000 state grant. Measure to Preserve Public Information Receives Senate SupportLegislation to ensure transparency and empower Pennsylvanians by preserving their access to information about government actions was approved by the Senate. Senate Bill 686 would make tampering with Right-to-Know (RTK) records a third-degree felony, which can result in up to seven years of prison and a $15,000 fine. The RTK law holds public officials accountable for their actions regarding matters of public concern. However, it doesn’t currently mention a criminal offense for destroying or altering records subject to a request. The bill now advances to the House of Representatives for consideration. Judiciary Committee Approves Public Safety BillsThe Senate Judiciary Committee recently approved three bills designed to enhance public safety and modernize Pennsylvania’s criminal statutes. These bills reflect our careful effort to balance innovation with public safety, and they represent another step forward in ensuring our justice system keeps pace with the times. Senate Bill 635: There are rising reports of drug dealers targeting people staying at recovery houses as they work to try and to break the cycle of addiction. Allowing for sentencing enhancements for those pedaling drugs within 1,000 feet of these facilities ensures sufficient penalties are in place to counteract this deadly practice and protect vulnerable individuals. Senate Bill 649: Deepfakes are being used to commit a variety of costly and disruptive crimes. These include scamming the elderly, embarrassing and extorting public figures and private individuals, and interfering with political campaigns. Given the novelty of deepfakes and their potential for misuse, our crimes code must be adapted to allow prosecutors to pursue these bad actors. Senate Bill 739: Criminals are ever resourceful in exploiting new technology for illegal purposes. Organized car theft operations are turning to devices that intercept key fob signals. This measure seeks to combat those who are manipulating legitimate key fob signals to steal vehicles, and the valuables sometimes kept inside, by making it a first-degree misdemeanor and ensuring the law keeps pace with technological developments. Quilts of Valor Distributed in Wayne CountyWallenpaupack Lake Estates resident Barbara Mercado hand crafted 22 quilts for veterans residing in her community to demonstrate her gratitude and recognition for their service. Barbara has dedicated countless hours to designing and creating quilts of valor as a reminder of the sacrifices made by the brave men and women who have worn our nation’s uniform. Her efforts and her patriotism are appreciated. Should Hershey’s Kisses Be Our Official State Candy?Pennsylvania has many official “mascots” from our state animal the whitetail deer to the state beverage milk. Each of these symbols is connected to history, honors a native species or recognizes a product of importance to our economy.
